Supplemental Proclamation Declaring State of Emergency

            WHEREAS,  the undersigned Mayor of the City of Poteau, Oklahoma, issued on March 17, 2020, a proclamation declaring a state of emergency within the City of Poteau, Oklahoma; and
 
            WHEREAS, the Governor of the State of Oklahoma has issued a statewide declaration of emergency in response to the COVID-19 outbreak; and
 
            WHEREAS, the United States Center for Disease Control (“CDC”) has issued additional guidelines to combat the spread of COVID-19 through increased “social distancing” since the issuance of the initial emergency declaration by the Mayor; and
 
            WHEREAS, adoption of additional measures consistent with these CDC guidelines is necessary to protect the citizens of the City of Poteau from COVID-19.
 
NOW, THEREFORE, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE STATE LAW, I, SCOTTY WHITE, MAYOR OF THE CITY OF POTEAU, DO HEREBY PROCLAIM AND DECLARE:
 
                SECTION ONE:   A state of emergency exists within the corporate limits of the City of Poteau, Leflore County, Oklahoma.
 
                SECTION TWO:   This supplemental proclamation shall become effective 12:01 A.M. Saturday, March 21, 2020.
 
                SECTION THREE:  Organized gatherings of fifty (50) or more people, excepting political subdivisions and state entities over which the City of Poteau has no control are hereby prohibited until the expiration of this emergency declaration.  In accordance with guidance from President Trump, residents are further urged to avoid all gatherings of ten (10) or more.
 
                SECTION FOUR:   All gyms, fitness facilities, entertainment venues, movie theaters, skating rinks, private clubs, bars and lounges, beauty salons, nail salons and tanning facilities located within the corporate limits of the City of Poteau shall be prohibited from operating or opening to the patrons until the expiration of this emergency declaration.
 
                SECTION FIVE:  Restaurant dining rooms and other dine-in or beverage service areas shall be closed to the public until the expiration of this emergency declaration, although “pick-up” and  “delivery” service may remain open to the public and is encouraged until the expiration of this emergency declaration.
 
                SECTION SIX:  This state of emergency shall continue until 12:01 A.M. April 5, 2020, or terminated earlier by further proclamation.
 
                SECTION SEVEN:  The measures set forth in this proclamation are cumulative.  The proclamation dated March 17, 2020, remains in full force and effect.
 
 
                PROCLAIMED THIS 20th DAY OF March 2020.
